Major Special Use Permit Amendment to allow the development of a new boutique luxury resort and spa in Paradise Valley. The Town of PV is a notoriously challenging jurisdiction for any new development, but particularly for this small infill site that was the home of the 32-bungalow Smoketree Resort for decades. Several resort developers made unsuccessful attempts to re-entitle and redevelop the site. We were successful by engaging early and often with the community, stakeholders, and decision-makers to build consensus around a resort project that was appropriately sized for this small infill site.
